Engineering Oil &
Gas Company is looking for a Estimating Manager for an Onshore Project.
BRIEF JOB DESCRIPTION:
1. Always be compliant, follow procedures, processes.
2. Must
have good knowledge of entire life cycle of the offshore Oil and Gas Industry
with excellent specific knowledge about the EPCIC business sector (Clients,
competitors, major subcontractors, suppliers etc) in APAC region.
3. Have excellent understanding over Contractual, Commercial
Terms and Conditions.
4. Negotiate with Customers on Technical, Commercial &
Contractual terms / matters.
5. Ability to work under pressure and meet deadlines. Prepared
to work longer working hours, including weekends.
6. Market Company’s services to existing and potential clients.
7. Participate pre and post bid meetings internal and with
customers, as required.
8. Provide area specific forecasts and report Tender status.
9. Assist in developing and implementation of sales &
marketing strategy for the Company.
10. Ability
to think strategically and assist in planning and implementation of business
plan, especially in managing the activities for achieving the revenue-target of
Company.
11. Maintain
tendering department data and generate monthly, quarterly and yearly analysis
and report.
12. Assist
Commercial team in preparation of the Market survey, Pre Qualification
responses.
13. Ability
to work on various systems- internal, partners and customers.
14. Develop
Tendering strategy papers for new prospects and new tenders. Early-on work with
SCM and secure sourcing strategic partners for high-impact packages, in order
to minimize risks and maximize the winning chances.
15. Clear
understanding of work scope, communicate internally with various departments to
formulate best compliant and cost-effective solution for the customer &
best estimation with respect to execution of project.
16. Identify, learn, understand and evaluate customer
requirements for bid purposes- Bid Deliverables.
17. Coordinate bid inputs from all organizational departments. Work closely with the Corporate Management and with the peer
group in other functions to have a seamless operation.
18. Coordinate with subcontractors to receive input on pricing on
labor, materials and other costs.
19. Ensure that clarifications are raised well in time to get
better clarity on bid submission. Also, coordinate & follow-up to ensuring
post bid clarifications are addressed.
20. Develop cost estimates duly complying with Company
guidelines. Review, provide feedback and evaluate performance of Estimators and
Sr. Estimators.
21. Monitor and ensure bid format meet clients standards.
22. Perform as liaison for Project Management when tender is
awarded and becomes job.
23. Study, analyze and evaluate tender documents from a technical
point of view in order to identify risk factors, ensuring that technical terms
comply with the relevant standards for the overall risk assessment and bid
decision.
24. Review and finalizes project cost estimates as prepared by
the Estimation Engineers in terms of the required material as per bill of
quantities, amount of work, material/ equipment/ and manpower requirements
during the tendering phase.
25. Liaise with the Procurement department to negotiate with
approved vendors / suppliers and subcontractors for various supplies / material
as per project (pre/post tender).
26. Finalize estimation of all direct and indirect costs and
consolidates tender documents for management review and approval.
27. Provide all the necessary project clarifications/ information
upon project award to the Project Manager as per the project budget; advise the
Project Manager on contractual rights, remedies which has been taken into
consideration during tendering.
28. Generate weekly tender status reports highlighting progress
on concerned tenders.
29. Prepare and generates monthly progress reports highlighting
tender wins/ losses (indicating reasons) for review and verification of management.
30. Coordinate with estimating & planning engineers to
resolve design/system conflicts as well as coordinates overall scope of work
during proposal phase.
31. Review final estimate packages for accuracy,
completeness and free from error prior to submit for review and approval. This will include when requested to carry out peer review of estimates and
solutioning.
Requirements
REQUIRED WORKING SKILLS / QUALIFICATION / CERTIFICATION
1. Must possess a minimum of
degree in engineering and 15 years offshore techno-commercial experiences in
EPCIC business, out of which 5 years must be as Estimating Manager.
2. The individual will have strong interpersonal
and communication skills with deep understanding of Offshore EPCIC Business.
3. Must possess a very good commercial knowledge.
Very knowledgeable of cost / costing levels associated with major offshore
EPCIC, Fabrication, T&I, HUC projects.
4. Very good commands in English language verbal
and written skill sets are required.
5. Must be a reasonably disciplined, balanced
individual AND Maintain confidentiality.
6. Must be a pleasant personality.
7. Must possess a thorough understanding of the
functionality of a business model of a large / multi-national organization
covering all functions.
8. Must understand the risk-reward patterns of the
Offshore Engineering and Construction industry.
9. A familiarity with training and skilling
initiatives and employee safe work practices is a benefit.
10. An
understanding of procedural document creation and training delivery process is
of benefit.
11. Candidates
with consulting skill sets and a wide variety of work experience are an ideal
fit for this position.

13. Strategic thinker, expert negotiator and have
an intuitive marketing ability.
